New Jersey Gov. Passes Ordinance to Increase EV Charging Installations

New Jersey Gov. Phil Murphy released Sept. 8 a statewide ordinance streamlining the installation process for electric vehicle charging infrastructure in a bid to increase the use of low-emission vehicles throughout the state.

The municipal ordinance was developed by New Jersey’s Department of Environmental Protection (DEP), Department of Community Affairs (DCA) and the Board of Public Utilities (BPU). It stipulates that Electric Vehicle Supply/Service Equipment (EVSE) and Make-Ready parking spaces be permitted for use across the state to ensure residents have consistent access to charging.

Some sections of the ordinance related to health and safety factors will only provide minimum guidance for municipalities but will allow for modifications as needed. 

“Making smart investments in our transportation infrastructure, such as encouraging electric vehicle charging infrastructure across the state, will help build a stronger, fairer, and greener New Jersey for generations to come,” Gov. Murphy said in a statement.

The model ordinance is effective immediately across the state and will support the governor’s goal to reach 100% clean energy use in the state by 2050. New Jersey has already invested over $100 million in clean transportation and launched various EV incentive programs and emission limits.

New Jersey first identified the need for an economy-wide transformation of its transportation sector to facilitate the transition to EVs in its Global Warming Response Act 80x50 Report released in October 2020. Gov. Murphy also signed into the law a piece of legislation establishing purchase and use metrics for EVs, charging infrastructure, parking spaces, and the makeup of state fleet vehicles in January 2020.
